Current PhotoCD scanning is done at 16*base (2000x3000) or
64*base (4000x6000), depending on the scanner and the resolution
wanted. The maximum resolution is scanned directly, not
interpolated.

Consumer PhotoCD has mostly been supplanted by PictureCD, which
scans at 4*base (1000x1500, or 872x1500 for APS) and includes a
bunch of software aimed at beginners. Many recent DVD players
can also display PictureCD images.
