Ed,
I understand that a cagoule comes down to about knee height. If so, this
sounds good for keeping your legs dry during heavy rain, but less convenient
than a conventional jacket length when you use it as a windshirt.

How about making the bottom bit removeable ( like the legs on convertible pants
but without needing such a tidy connection)?

My thinking is that -- with the open bottom and open pit zips -- the cagoule
should ventilate pretty well. With the pit zips closed I can use it to
replace the wind shell that I now carry. The cagoule's longer length should
eliminate the need for rain pants at milder temps.
