Yes, you're likely correct. In fact a study has shown that people with
significant differences in cone distribution in their fovea still perceived
color similarly due to compensatory mechanisms in the brain, which might
indicate more than just white point and luminance adaptation..

Still, with all the physiological differences between our own eyes, and that of
others, coupled with instrumentation and mathematical inconsistencies, it would
seem that color "by the numbers" will currently only go so far.
