How to define a global order of tools in Sakai

Hi,
This is another question from our pilot team at Stanford:

Is there a way to define a global order of the tools so all the tools 
show up in the same order in all of our course sites, and in any new course 
sites we create?    Currently, the order seems to be random, and we have to 
rearrange the order for tools for each individual course site.  If we add a 
new tool, the order gets messed up again.  It's a little frustrating.

Is there a configuration file? Or does this require code 
changes?   We'd appreciate any help on this.
