Sakai portal patch for "Direct URLs"

I've contributed a patch (hitting mainly ActiveToolComponent and
CharonPortal) which enables the portal to, in addition to showing
a particular SitePage, to navigate any number of tools by Placement
to a particular part of their URL space. 

This helps with issues such as REQ-26 ("Emails should contain Site
URL and Item URL") since without it a link held in an email could never
show the exact resource, rather just the entire archive. This is also
the use case that we have in FlowTalk, although other issues such as
SAK-2201, SAK-2209 etc. are relevant. 

This functionality is also a key component required to enable the
back button to one day function in the portal, although there's 
still a number of other speedbumps on this.

Could someone tell me whether the state of 2.2 is solid enough for
me to try to migrate this patch up to it and/or whether I need to
hurry to get this in before a particular deadline? Any help in getting
this processed much appreciated.
