Choosing A Webhost:
A web hosting service is a type of Internet hosting service that allows individuals and organizations to provide their own website accessible via the World Wide Web. Web hosts are companies that provide space on a server they own for use by their clients as well as providing Internet connectivity, typically in a data center. Web hosts can also provide data center space and connectivity to the Internet for servers they do not own to be located in their data center, called colocation. more...

No, but Matt has a working blog module in the Fallout development for phpWebSite v1.0 which would do pretty much the same thing for you. You'd maybe miss the Wordpress plugins perhaps.

Another (probably blue-sky) idea - is it possible to get the branching
technology to use the same database? My thought is to use it as a community
portals, with different communities broken into 'branches'.
Just a thought.

Robert Kennedy ex of phpwebsitemanual.com is doing something similar sharing the user tables and logins between branches. I don't think there's any content shared in what he's doing - ie. no shared announcements.

You could also use phpwsRSSfeeds to share announcements and a few other parts of the sites. Not ideal use of resources possibly but a practical work around perhaps for now.

But yes, a shared system where the branch sites feed a central hub site with data and vice versa would be very, very, very useful.
