Er... does that mean only root can change it password?

Well, just try ;-) I cannot fully confirm this, I only glimpsed over the source. It might be that only crypted passwords can only be set by root.

Anyway, if an account is not allowed to change his own password, this can probably be considered a bug and should be fixed => Bugzilla.
