I don't think that you can use xmlrpc_call for that as it only allows flat parameters (but the XML-RPC daemon expects structures). If you want to create users from the command line you can also use sky_add_user tool (in OpenGroupware.org/Tools). But if you want to use the XML-RPC server (which is not a bad idea, eg the script doesn't need a special environment) you need to write a small Python/Perl/XX script wrapping the XML-RPC adduser call.
