Choosing A Webhost:
A web hosting service is a type of Internet hosting service that allows individuals and organizations to provide their own website accessible via the World Wide Web. Web hosts are companies that provide space on a server they own for use by their clients as well as providing Internet connectivity, typically in a data center. Web hosts can also provide data center space and connectivity to the Internet for servers they do not own to be located in their data center, called colocation. more...

Hmm... as far as I know, PHP has pretty good support for using Java;
you might, for your first attempts, just use JOGI, so you don't have
to duplicate the XML-RPC handling code;

That is not necessary; simply use Java straight from PHP code;
If you just want to import data from an OG.o installation, JOGI would
be a quick first start;

We'll be publishing a new release, that should be 90 % feature-complete in
the next days; this will incorporate some design changes and a namespace
change, so you might want to wait for if you want to write code;
