Yes, because the port is probably already taken by your OGo WebUI daemon. Try another port:
-WOPort '"*:24024"'

If I try with -WOHttpAllowHost localhost, I get the following error:

No, you did *not* type "http://"; but "http//". Add the colon and it should be properly recognized as an IP address. You may need to quote the argument on your shell, eg:

xmlrpc_call "http://localhost:24024/RPC2";
