Yes, we already do that for the nxstartup.xhtml page for instance. The final
pages.xml is an aggregation of pages#PAGES directives put in the
deployment-fragment.xhtml of all the components of a Nuxeo application.

By default, the only component contributing to this target is done
nuxeo-platform-webapp-core/OSGI-INF/deployment-fragment.xml.
