As mentioned set the trace level to 10 and see if the
SCS Source is running that can be confirmed by
http://host:6677/webcache/state 
host - content server host
normally 6677 is the port we configure for SCS source
.Check if that is the case with you as well
Also get the tomcat logs for possible errors. These
are located in:
C:\Documentum\product\5.2\webcache\tomcat\logs
(Windows) $DM_HOME/webcache (UNIX)
