size of bit buckets? return val of LKRN?

Hey all,

Can I make any general assumptions about the size of the bit buckets 
that I will get from Citadel?

At the moment I am implementing LKRN:

I am getting a 16390 back for the second return value, but the docs seem 
to indicate that the largest value I should see would be a 16383.

However, the is the first I've worked with bit buckets, so I expect I am 
just missing something. :-)

Any insight?
