Torque policy question

Hello,

I have 2 groups of users (group1, group2). I have N nodes. I want X
well-defined nodes out of the N to be available to users in group1 only.
I want the rest (N-X) of the nodes to be available for all the users,
but want to give a high priority to group2 users and a lower priority to
group1 users. How can I achieve this in Torque-2.1.6 and Maui-3.2.6?
