Fixed node-up deadlock by preventing nodes from starting to join
until the root is mounted read-write.

M ci/kernel/cluster/clms/clms_master.c
        Modified clms_master_node_join_daemon() to wait for the root to
        be mounted read-write.
M openssi/kernel/cluster/ssi/cfs/cfsproc.c
M openssi/kernel/include/cluster/ssi/cfs/cfs_mount.h
        Break out root-ready test into a callable routine.
M openssi/kernel/cluster/ssi/cfs/cfs_mnthooks.c
        Added a delay in cfs_mount_root() before retrying.
