PDFCreator http://www.pdfforge.org/products/pdfcreator is a Windows printer driver that will "print" a PDF instead of paper. It is using ghostscript so maybe there's a way to have it output a .ps rather than a .pdf. I don't know. My goal is to get QCad drawings into Inkscape. Ahh. Inkscape has quite a few import options, so you don't necessarily have to get all the way to .svg, but a lot of them are raster formats.
