This has been discussed on the list a few times, and I believe that there is at least one bug in the system for it. The issue is a tradeoff between responsibility and "credit". In most group activities in North America, progress doesn't happen without a leader. A responsible person helps to ensure that someone is responsible to get the work done. As you noted, the same person is deemed to have "resolved" the problem. For Mantis, the question is whether we embed a flawed workflow into the tool.
