I was not thinking about caching the gravatar icon, but to offer a
parallel, independent local storage for avatars.

Note this is actually what David was talking about: an avatar system
_not_ relying on an external service.

My point is that, while this could be an enhanced approach, it is
against the purpose of the gravatar idea, so I imagine it could be a
fall back in case:

1. the admin does not like to (or can't)  rely on gravatar
2. the user want to have an avatar to mantis, but is not willing to
open a gravatar account

In any case, the basic functionality is there, disabled by deafult: if
someone is willing to provide patches to improve the situation, I will
be more than happy to review and apply them.
