#8206: Add (gr)avatars for users

Hi Gianluca,

I've checked out the new avatars feature and it looks good.

Following are my comments:

1. Currently the configuration option is ON/OFF, maybe it would be
better if we have it as a threshold.  This allow installations to set
it to ANYBODY, DEVELOPER (or other access levels), or NOBODY.

2. For users who don't have an avatar, currently we should the
gravatar icon.  I am not sure all installations would want that.  Also
the default avatar doesn't link to the gravatar website and hence it
is of no value.

3. I've signed up to the gravatar website, but I've noticed that it
still doesn't work.  I tried later in the day and it worked.  Hence,
it seems that gravatar website doesn't offer the avatars as soon as
users signup, so this is something we want to make clear in the
documentation for this feature.

4. Would be nice to have a Wiki page for this feature that documents it.
