 From personal experience using Debian and Ubuntu since 3.0 and 5.04 
respectively, they have all had at least MySQL 4.1 and PHP 4.3.  The 
latest Ubuntu Edgy and Feisty both use PHP 5.1+ and MySQL 5.0.  I don't 
know what Debian Etch uses, because I haven't dealt with it yet, but 
it's most assuredly a PHP 5+ and MySQL 5+ combination.

Simply for security and stability reasons, any sane sysadmin should be 
running PHP 4.3+ and MySQL 4.1+ at the very least.  In my opinion, 
supporting anything lower than those two marks would not be hitting a 
very large target, and should be considered a waste of time, especially 
since anything lower than both is officially unsupported from both camps.
