[commit?] scmanager

hi all,

ok i wrote a script to help alleviate the third party project 
management problem as well as to do some general backing up stuff, 
compilation, and cvs. should i commit or host it myself, up to you 
guys?

if anybody wants to make any kind of improvements, please do so, 
especially on the linux front.

also i changed the target 'All Plugins' to just 'All' in the xcode 
plugins project and compile-xcode.sh, just for consistency.
if scmanager gets folded in, we can probably ditch the os x compile 
scripts, since it does that, but does it better.

WARNING: back things up before you mess with my script, i tested it, 
but by no means extensively.
