Log Message:
added the missing CreditModerator calls for moderation that failed for reasons 
other than voting. Added a simple script that updates the 'modsfailed' counter 
for every row in the 'moderator' table. This script needs to be run only once, 
after the ModBot patch is running. (Closes: #1018)
