It is the starting frame of the track
There are examples on how to derive this information using SPTI
(RELIABLE) and ASPI (Not so much). On the freedb website.

Hi All
I have been trying to get a Delphi component to access the CDDB
to work for a long time, I have now given up and I'm going to attempt
to write my own.
I have been reading up on protocol and stuff and I'm a little confused
on a few things.
Offset, what is this? Is it the starting frame of each track or the
number
of frames in each track?
If it is the starting frame, how would I get or calculate this use the
windows MCI?
Any help would be great
