Description:
In org.apache.axis.message.addressing.ReferencePropertiesType class
the existing set of constructor will not allow to create an instance with a 
String or dom.Element object as input parameters. Since it is very likely that 
reference properties will mainly be as an XML element. Better have a 
constructor that can take as input generic java.lang.Object . 
Since already add method accepts a java.lang.Object, we can leverage that 
functionality in designing the new constructor.
