  It's a way to execute external scripts and have
  them inspect the request. There will certainly be a
  performance penalty associated with the execution but it
  should be good enough for the casual blogger who wants
  to fight blog spam.

  BTW, at some point in the future I will expose the
  mod_security functionality so that other Apache modules
  can use its services.
