No, Apache::Test (not Apache::test) is a module that comes with mod_perl 2 as 
part of the download.  You already have it.

Start from the beginning and tell us exactly what you did before you ran make 
test.  This output looks like either you aren't in the right directory when 
running 'make test' or the permissions are screwed up somehow and not 
allowing you to see the Apache-Test subdirectory.
