looking at this some more, can you build apache at all (without mod_perl, 
mod_ssl), just the plain build? that error seems to indicate that it didn't 
include the file that defines the regex_t type.
You should be able to find it in: apache_1.3.27/src/include/hsregex.h, which 
is autogenerated from apache_1.3.27/src/regex/regex2.h

As for the build steps, try to follow these instructions:

(adjusting to use DSO if needed)
