Never mind. Apache-Test found modules from other installs of Apache other than the Apache2 pointed at by APXS. Temporary removal of these modules and wiping directories (and refetching from CVS) cleaned this issue. (there are others but are not dev-modperl related...)

You can always run:

t/TEST -trace=debug -conf

to see whether wrong config files are picked.

I think A-T still has some guessing, which we want to remove eventually, because it does not real good as you can see.
