try again with the current cvs without MP_APXS, it should work.

Slowly getting there, but it's pure perl, patches are very welcome

It doesn't make sense to build agains the source tree if you have installed 
Apache already. So if MP_APXS is avalable then pointing to the build tree or 
just the MP_APXS is enough.
