This doesn't happen on my setup / glibc-2.3.1 (looks like a bug in glibc)/

Doi toshimashte, however all I did is change the code to skip that test if we 
aren't running under $ENV{LANG} =~ /^en_/. I'm not sure if it's better to try 
to make it working for any locale setting. If you know how to fix that, by all 
means send a patch.
