I guess you could do something like:

#define LOG4CXX_STREAM(stream, ops) \
if (stream.isEnabled()) { stream << ops << LOG4CXX_ENDMSG; }

Which could eliminate the cost of short-circuiting each insertion 
operation and constructing the LocationInfo.  Please experiment and 
report back.
