localtime is non-reentrant

Hi,

It seems Timezone is not thread-safe on all POSIX.1 systems due to using 
localtime instead of r_localtime.
According to ISO/IEC 9945:1-1996, §8.3.4-8.3.7 the methods asctime(), ctime(), 
gmtime() and localtime() are non-reentrant.

Please let me know your thoughts,
