anchor won't allow name to be set

I am trying to set up links to parts of a large page using anchors, where 
the from has href="#to" and the to has name="to".
But it ignores the setName() on the anchor tag. Is this by design for some 
reason?

        VerticalPanel vp = new VerticalPanel();
        Anchor a1 = new Anchor("abc", "#xyz");
        vp.add(a1);
        Anchor a2 = new Anchor("");
        a2.setName("xyz");
        vp.add(a2);
    RootPanel.get().add(vp);
    Window.alert(RootPanel.get().getElement().getInnerHTML());
  }
