Quotes in XML

I have an xml file that now parses correctly for a sidebar as long as
I use very simple text in the xml. Now, I'm trying to put real data in
the html part of the xml for the infowindow.  I reference a few photos
in each marker entry using <a href...> references.  I have replaced
all of the <, >, %, and & with &lt;, &gt;, &#37;, and &amp;.  Right
now, it still won't accept the code and I'm wondering if the quotes in
the photo references is a problem. Should I replace all of those with
&quot;?
