Commands.properties was deprecated a while ago, there may be a number of APIs that aren't included in it.
Your best bet is to read the section in the documentation on dynamic roles which explains how to migrate and recreate the default APIs

I used commands.properties. I just found that listRegisteredServicePackages is not in the configuration list. I added it and restarted cloudstack-management.

Are you using commands.properties or RBAC?

It seems that there is an API method " listRegisteredServicePackages " that is not properly configured.
